My beetle came w/o window glass and the windshield opening has some of these metal clips around the edge. If they were on the sides and top I'd say they were to hold down the headliner material but since there's one along the bottom I don't think that's their purpose. Any idea what they are and if I need them when I put in my windshield?

I'm not sure. Maybe there was some at the top to hold the headliner that were removed when the headliner was removed. If so, maybe they put them on the sides and bottom to keep a consistent thickness of the edge for the seal fit. I've put windshields in several older VWs that didn't have them.

Well, I confirmed with West Coast Metric that they won't be needed, so I can just pull them off. I have a suspicion that they were a part of the original rubber window seal setup in '74, but the modern seals are different and don't need the extra width they seemed to be providing on the edge of the window frame.
Oh well, into the scrap bin they go. And at $60/ton right now that's gotta be a lot of coin!
