My brake pedal has been pulsing since I've had the buggy back on the road. I had drums turned, still does it. When i let the jack down at the rear of the car i noticed the drums moved up. Drums didn't stay paralell with the backing plate. Could that be the cause of the pulse? Does this mean the wheel bearings are bad? Thanks, Steve

That is very possible.
How much movement is there? Some small play is normal due to bearing design. All ball and roller bearing parts are a build with a very slight clearance fit so that the parts don't bind up when the bearing expands as it heats up with use.
Does the stub axle also move? If not it could be that you have worn splines on the drum or the axle nut not torqued down properly.
