Well it seems this little buggy of mine is a bit worse off than I thought. I think I might just cut my losses on this deal and find one that doesn't need so much work.

Found a bunch of rust in the front suspention. Needs the clutchfixed. Needs brake work. The rust is my main concern. My wife wants me to fix it but I'm not sure....

Short answer, yes, it's a structural piece. The good news is that the beam can be replaced in a few hours. You have some options depending on your budget and how much labor you want to put in. You could buy just the center and swap your spring packs, trailing arms, steering, etc. if you just want to in bolt the entire front end and bolt on a replacement "spindle to spindle" front end and not get as dirty.

This entire front end is welded on. Could I just cut out the rust and weld in a peice of steel plate in its place?

Yes. There are pre fabbed plates made for your situation. Or, if you are handy, make the plates yourself.
