I have no idea what the first one is, but the second is the tin that covers the newer oilcoolers.

The first one is the air control ring for 36hp engines, it goes in the opening in the back of the fan shroud and controlled the amount of air flowing into the fan. Similar function to the flaps on the bottom of a newer shroud. Chris is right, the second is part of the exhaust tin work for a "doghouse" oil cooler.

Thanks for you input but I think I may of thrown away the spring and hinge mechanism to the air control ring. Oops but I did not know what it was. I hope I did not throw away any thing rare and vintage.
